Members of APWU Local 2122
recently tested the timeliness of the canceling operation at the
Indianapolis Processing and Distribution Center. We mailed 100 first
class letters to a Post Office Box we rent at the Main
Post Office in Bloomington. We dropped these letterers into collection
boxes located in numerous locations across the 474 zip code area. Our
only criteria was the letter be placed into the collection box before
the last pick-up time on the box. We did this on a Saturday - because
Indianapolis cancels the 474 mail on Saturday. Our findings concerning the performance of the Indianapolis P&DC were just
what we had anticipated - horrible.
Of the 100 mail pieces we deposited:
94 came back for Monday delivery and met the delivery standard of "next day" for this type of mail.
5 letters took 2 days to be processed before they were finally delivered to Bloomington (three days if you count Sunday).
The last letter was a postage due, that is - it did not have sufficient
postage on it. This mail piece took OVER A WEEK after it was dropped into the
collection box to finally be returned to us for the required postage.
So, if we look at the numbers....
100 letters mailed
94 letters delivered to meet the service standard of "next day" = 94%
5 letters did not meet the delivery standard = 5%
1 letter was postage due and took a WEEK to get back = 1%
If you look at it another way and compare it to an average day's
cancelations for Bloomington: 94% of 100,000 pieces
processed equals about 6000 pieces that failed to meet the delivery
standard of "next day". If you figure that there are 500 pieces of mail
per tray on average, it would fill 12 trays with mail (500 pieces are used in this example as a reasonable number of pieces per tray for business mail and a number that the USPS has used for years to calculate volumes). Mail trays are 2 feet
long.
That means, the mail that failed to meet the delivery standard for first class mail in our area, would be a stack of letters, LAID ONE ON TOP OF ANOTHER - REACHING OVER 24
FEET HIGH! Delayed by at least 1 day, quite possibly every day of the week
- if mail canceling and processing operations are moved to Indianapolis.
Bloomington has no difficulty in getting 100% of its mail canceled and
dispatched, per day when this operation is performed at the Mail
Processing Annex on Vernal Pike in Bloomington.
100% when Bloomington does it
94% when Indianapolis does it.
When you think about it, moving the canceling operation from Bloomington - to Indianapolis really doesn't make sense, does it?
Please keep in mind that Indianapolis actually had 2 days to process
this mail as it was received in their facility on Saturday. They had
Saturday and Sunday to work the mail before it was then shipped back to
Bloomington for delivery and they still failed to meet the delivery standard that YOU PAID FOR!
If you consider our lone piece of postage due mail, that one of our members forgot to put postage on, it took a week to
be returned from Indianapolis. Compared against the Bloomington operation, this
too would be a dismal failure. In Bloomington, we have personnel that
diligently process this type of mail on a DAILY basis, to return your
bill or letter to you in the case you forget to affix postage.
WHAT DO YOU WANT TO DO? WAIT A DAY TO HAVE YOUR MORTGAGE OR CREDIT CARD PAYMENT RETURNED FOR POSTAGE, OR WAIT A WEEK TO GET IT BACK?
These Bloomington employees also process items found loose on the mail.
Recently a local church accidently dropped an envelope with over $7000
in checks destined for a bank deposit into a collection box. The call
was received at our processing plant and the envelope was found in
under an hour. Try getting that level of service in Indianapolis!
