Managers of the United States Postal Service are at it once again. They are planning on moving certain mail processing operations out of Bloomington, into the Indianapolis plant.
This announcement comes on the heels of a similar study performed during 2005-2007.
During this previous study the USPS found:
"After
exhaustive review, it has been determined that there are currently no
significant opportunities to improve efficiency through consolidation
of our mail processing or transportation operations".
Now here we are 2+ years later and suddenly the entire 474 zip code area is in danger of losing a major part of its mail processing capabilities - again. Remember, this very same type of consolidation plan was put into action during the early 1990's with disastrous results. Customer service suffered then and we predict it will be again if this consolidation is allowed to happen. Please take time to educated yourself on this important matter concerning YOUR MAIL SERVICE!
The USPS is asking for your comments on this matter. The address for the USPS contact person can be found at the bottom of this page. A "sample letter" has been added to this site for your convenience, just click the button at the top of this page.

Wednesday August 26, 2009 Just a reminder to the citizens of the 474 zip code area that the deadline for submission of comments concerning the AMP study is fast approaching. You MUST have your written comments postmarked no later than Thursday September 3, 2009 - or they will not be considered. Please contact the United States Postal Service and tell them, "Keep My Local Mail LOCAL!"

The United States Postal Service will be holding an informational public meeting concerning their recent announcement of moving mail processing operations out of Bloomington and into Indianapolis. The meeting will be held at the: Bloomington Convention Center - Great Room 302 S College Ave Bloomington Indiana Wednesday August 19, 2009 @ 7pm This is a free event and open to the public.
Tuesday August 18, 2009 The American Postal Workers Union will be holding an informational leafleting and picket at the Main Post Office located at 206 E 4th St, Bloomington Indiana, at 11:30 am. Our goal will be to better inform the citizens of the 474 zip code area of the possible ramifications concerning their mail service if the mail processing operations are moved to Indianapolis.

A "Sample Letter" page has been provided on this site for customers who want to contact the USPS about this consolidation, but just don't have the time to sit down and write.
We have taken the harsh job of researching this difficult subject out of the way for you. We have created a letter that pinpoints the critical issues the USPS will be considering when deciding about the possible consolidation of Bloomington's mail into the Indianapolis plant. Please click on the "Sample Letter" button located at the top of this page and it will take you directly to the letter. To print, place your mouse cursor over the image. Right click and select "Save Image As". Save the image to a suitable location such as your desktop. Go to the file and double click to open it. Print it out, and put the date/your name/address/signature on the letter before mailing it. That's all there is to it! If you do have problems getting it to print, contact us and a copy will be mailed out to you. Don't forget that the deadline is September 3, 2009. After that date the USPS will not consider your input on this proposed consolidation.
August 3, 2009The United States Postal Service has completed the initial phase of the Area Mail Processing Feasibility Study and has announced its intention to transfer the outgoing mail processing operations from the Bloomington Indiana Mail Processing Annex to the Indianapolis Processing and Distribution Center. The study has been forwarded to the Area Vice President at the Great Lakes Office for approval.

A public meeting has been scheduled for 7 pm Wednesday August 19, 2009 in the Great Room at the Bloomington Convention Center, located at 302 South College Avenue in Bloomington, Indiana 47403. This meeting is free and open to the public. We would like to encourage ALL concerned citizens and business owners in the 474 zip code area to attend. At this meeting the USPS will outline their plans for this consolidation. Following the meeting, there will be a 15 day public comment period where the USPS will accept written comments. Just make sure that you have your letters and postcards postmarked no later than September 3, 2009 - or they will refuse to consider your opinion.

Please take time to visit our online petition and add your signature to make the USPS and local legislators aware that citizens and businesses in the 474 zip code area are concerned about this consolidation.
Don't forget that this is not the first time the USPS has tried this very type of consolidation. It was enacted in the early 1990's with disastrous results, with local mail taking a week to get across town before we were able to get the processing operations returned to Bloomington.

So no significant changes will be made at this time."
It did not make sense in the early 1990's. It did not make sense in 2006/2007. And it does not make sense today.

The United States Postal Service Is Once Again Performing An "Area Mail Processing Feasibility Study" For The 474 Zip Code Area.
Our Goal is to give our customers in the 474 zip code area a better
understanding of the May 12, 2009 announcement by managers of the United
States Postal Service to once again conduct an Area Mail Processing/Consolidation (AMP) study for the 474 zip code area. This idea is nothing new and in fact has been
tried before in Bloomington in 1992 with disastrous results. Customer service suffered
drastically then, when only the operation of canceling the mail was sent to Indianapolis, and we predict it will again.
We are asking for the support of our customers in the 474 zip code area to voice their opinions, to make the USPS aware that we will not stand for a degradation of our mail service. With your help, we the members of the Bloomington APWU Local 2122, can ensure that the level of service that we are currently
providing to the businesses and citizens of the 474 area continues.
The
important thing to keep in mind is that this consolidation plan, if
enacted, will add an unneeded 100 mile trip to your mail and
effectively eliminate the Bloomington postmark.
This recent announcement comes on the heels of a similar study, conducted by USPS management, during the time period of December 2005 until March 2007. The decision of that study was: "After exhaustive review, it has been determined that there are currently no significant opportunities to improve efficiency through consolidation of our mail processing or transportation operations."
Now it is two years later and AMP is back. The major difference is that this time the USPS has not indicated if they are studying the consolidation of the canceling of collection mail (the mail that you place into a collection receptacle or hand to a window clerk), the processing of our local mail (the mail that you receive in your mailbox) or BOTH TYPES OF MAIL into the Indianapolis Processing and Distribution Center (P&DC), located in downtown Indianapolis.
We will do our best to keep you updated concerning the status of the study via this website and the local media/newspapers, as we expect to be notified of its initial outcome by mid July 2009. Please check back often and contact us if we can be of any assistance or answer your questions. Our information is located on the CONTACT US page for your convenience.
If enacted what will this mean to you, our customers of the 474 zip code area? First - This will entail trucking the
mail to the Bloomington Mail Processing Annex ( MPA) located on Vernal Pike, from the outlying 474 zip codes and Bloomington City collection receptacles. Second - Instead of processing this mail in house at the MPA as we currently do, it will be transferred to different trucks and the transported to the Indianapolis P&DC for canceling and further sorting operations. Depending on the outcome of the study, it is possible that our local 474 mail will then be returned to us for processing at the MPA and then presented to our carriers for delivery to our customers, or it could stay in Indianapolis at the P&DC for final processing before being shipped back to the MPA for distribution.
Please contact the United States Postal Service and tell them, "Keep the SERVICE in my Postal Service!"
